They exist to solve a specific, very real problem: preventing your Auto Scaling Group from rapidly spinning instances up and down in response to temporary metric fluctuations. When misconfigured, you either get “thrashing”—where your infrastructure spins up and tears down instances in chaotic bursts—or you get sluggish response to genuine demand spikes because your scaling rules are too conservative.

A cooldown period is a window of time that Auto Scaling enforces between scaling actions when you’re using simple scaling policies. During this window, the Auto Scaling Group will not initiate another scaling action, even if your metric breaches the alarm threshold again.
Think of it as a mandatory pause between decisions. It’s the system saying: “We just scaled. Let’s wait a bit and see if the situation actually stabilizes before we make another decision.”
Cooldown periods apply only to simple scaling policies—the most basic form of scaling rules in AWS where you say something like “if CPU is high, add one instance” or “if CPU is low, remove one instance.” The default cooldown period is 300 seconds (5 minutes), which works fine for many general-purpose applications but may be too long or too short depending on your workload.
When a simple scaling policy is triggered and successfully launches or terminates instances, the cooldown timer starts. For the duration of that window, CloudWatch alarms for that scaling group will be ignored, even if they alarm repeatedly. This prevents the rapid fire of scaling actions.
Consider a realistic example: you’re running a REST API service. Your application takes about 45 seconds to fully boot, establish database connections, warm up caches, and start handling requests efficiently. Your simple scaling policy adds an instance when average CPU exceeds 75%. With the default 300-second cooldown, here’s what happens:
- Traffic surge causes CPU to spike above 75%
- Policy triggers, new instance launches
- Instance boots (takes 45 seconds), starts handling traffic
- For the remaining ~255 seconds of the cooldown window, no additional scaling actions can occur

Instance Warm-Up Time: Excluding the Immature from Metrics#
Instance warm-up time serves a different purpose than cooldown, though many developers confuse them. Warm-up time applies to target tracking scaling policies and step scaling policies—not simple scaling policies. It’s the amount of time that CloudWatch excludes a newly launched instance from metric aggregation.
This is crucial because during an instance’s boot phase, its metrics are often skewed. A brand-new web server might have very low CPU utilization simply because it’s not yet handling traffic, even though the instance itself is CPU-bound during boot (installing packages, initializing services, etc.). Or conversely, it might have high disk I/O during startup but low steady-state I/O once running. These temporary values don’t reflect the instance’s normal operating profile.
The default instance warm-up time is 300 seconds (the same as the default cooldown). During those 300 seconds, the new instance’s metrics are excluded from the CloudWatch metric aggregations that your target tracking or step scaling policies use. This means a newly launched instance doesn’t “drag down” or “inflate” the aggregate metrics that trigger subsequent scaling decisions.
Let’s illustrate with a concrete scenario: you’re using a target tracking scaling policy that aims to maintain 70% average CPU utilization across your fleet. You have three instances currently running at 80% CPU, so the policy scales out to four instances. During the first 300 seconds, that new fourth instance is excluded from the CPU average calculation. This gives the new instance time to boot and start handling its share of traffic without prematurely lowering the aggregate metric.
Without warm-up time, the fourth instance might start at very low CPU (just 5-10% during boot), which would pull the fleet average down to maybe 60%. The target tracking policy would then see “we’re at 60%, which is below our 70% target” and might scale down—removing that instance you just added, causing oscillation.

During the warm-up window, the new instance’s metrics aren’t included in the aggregations that the policy evaluates. The policy can still make decisions, but those decisions are based on data that excludes the immature instance.

Tuning Cooldown Periods#
The right cooldown period depends on how long your application takes to reach a stable, productive state after launch. A good starting point is to set it to roughly the time it takes for your instance to be fully operational plus a buffer.
If your application boots in 30 seconds and reaches steady-state metrics in another 15 seconds, a 300-second cooldown is conservative but safe. If your application takes 3 minutes to initialize (maybe you’re loading a large dataset into memory, compiling code, etc.), the default 300 seconds is too short—you might want 600 seconds or more.
On the flip side, if your application is stateless and handles traffic within 10 seconds of booting, you might reduce the cooldown to 120 seconds. A shorter cooldown lets your system respond more quickly to genuine demand spikes.

You use target tracking to maintain 50% average CPU. You set InstanceWarmupPeriod to 30 seconds, but your application actually takes 120 seconds to fully boot and stabilize. When a new instance launches, after 30 seconds it’s not yet at steady-state; it’s still doing initialization work that doesn’t represent normal load handling. Its CPU is low (maybe 5% during quiet boot), pulling down the fleet average. Target tracking sees the average drop below 50% and scales in—removing instances you just launched. Then the remaining instances’ CPU goes up, target tracking scales out again. Oscillation.
Scenario 3: Cooldown Too Long
You set a 900-second (15-minute) cooldown on a simple scaling policy, assuming your application is slow to boot. But your actual initialization is only 60 seconds. A traffic spike causes scaling out. Twenty minutes later, traffic spikes again, but the cooldown from the first spike is still active (9 minutes remaining). Your policy won’t scale out in response to the second spike for another 9 minutes, even though your instances are CPU-bound. You lose responsiveness.
Scenario 4: Warm-Up Time Mismatch with Target Tracking
You’re using target tracking to maintain 70% average CPU, but you set InstanceWarmupPeriod to 300 seconds while your app only needs 60 seconds. For 240 seconds longer than necessary, new instances are excluded from the metric calculation, potentially causing the policy to over-scale or under-scale. It’s not catastrophic, but it’s less responsive than it could be.
Monitoring to Inform Your Tuning#
The best way to determine the right values for your environment is to monitor actual scaling events. Here’s what to track:
Launch your application and measure the time from instance launch to when its CPU, memory, and network metrics stabilize at their typical operating range. Use CloudWatch dashboards to visualize instance metrics during a scale-out event. The inflection point where the metric “settles” into normal variability is roughly your warm-up window.
Similarly, during a scaling event triggered by a legitimate traffic spike, watch whether additional scaling actions occur too rapidly or too slowly. If you see multiple scaling actions firing in quick succession, your cooldown is too short. If you see a long delay between needing to scale and actually scaling, it’s too long.
AWS CloudWatch Logs Insights can help too. Query your application logs to identify startup time, then correlate that with your scaling metrics.
Best Practices for Production#
Set both cooldown and warm-up conservatively at first. A 300-second default is rarely harmful, and it prevents thrashing in most cases. Monitor your actual workload, measure initialization time, and then gradually reduce the values if responsiveness is suffering. It’s easier to start conservative and tune down than to start aggressive and deal with oscillation.
Document the values you choose and the reasoning behind them. These are workload-specific settings, and future team members should understand why you chose them.
Be especially careful when your application’s boot time changes—say, you add a big data initialization step, or you optimize startup. Revisit your cooldown and warm-up settings. What was appropriate for a 30-second startup might be wrong for a 2-minute startup.
Use different policies for different scaling directions when it makes sense. Target tracking allows you to set different cooldowns for scale-out and scale-in. You might want faster scale-out (shorter cooldown) to respond quickly to traffic spikes, but slower scale-in (longer cooldown) to avoid thrashing during traffic fluctuations.
